Brief cover letter by Anthony Czarnecki for the page 2 ruling by F.X.A. Eble, Commissioner of Customs. The Commissioner's ruling is addressed back to Collector of Customs. It states that the South Park Commissioners are asking to transfer the Zeiss projector from regulation under the Customs Duty exemption per the Tariff Act of 1922 to an article for exhibition at the Century of Progress [Public Resolution 82]. If this is denied, the Commissioners ask that no duty be assessed until Congress reconvenes and amends PR82.
